U.S. Reportedly Weighing $5 Billion Rare Earth Investment Fund, Sending Miners Soaring
The US is weighing the creation of a $5 billion mining investment fund, which would mark its largest step yet into direct dealmaking to secure critical minerals, according to a Bloomberg report out this morning.
As a result, shares of rare earth companies MP Materials and USAR are both surging higher on the news...
Ironically, the amount proposed is about half of what we suggested earlier this summer...

Bloomberg writes that the US International Development Finance Corp. (DFC) is in talks with New York–based Orion Resource Partners to form a joint venture, though terms are still under negotiation and no deal is certain.
The proposed structure would see both parties contribute equally, scaling toward a combined $5 billion—similar to Orion's $1.2 billion partnership...

Australia's Largest Rare Earth Miner Plans US Expansion To Compete With China
Australia's Lynas, the world's largest rare earths miner outside China, plans to raise A$825mn (US$538mn) to boost stockpiles, expand capacity, and invest in magnet makers in Malaysia and the US, according to the Financial Times. Rare earths are critical for products ranging from weapons systems and electric vehicles to medical devices and bicycles.
“We want to be able to participate, either on an operational or a supply or an equity basis in this part of the supply chain,” said Amanda Lacaze, Lynas's chief executive, during an investor call.
FT writes that the fundraising, which includes a fully underwritten share issue and an A$75mn share purchase plan for existing shareholders, comes as western governments push to counter China's dominance of rare earths. With Lutnick Watching, Centrus Signs MOU To Expand Uranium Enrichment
Regular readers of ZeroHedge are well that we believe Centrus Energy could be the next obvious candidate for the U.S. government to cozy up to and acquire a stake(similar to how the Trump admin recently did with rare earth company MP Materials and of course Intel, both of which we correctly predicted ahead of time, here and here). And now Centrus is obviously doubling down on its push to bring uranium enrichment back to U.S. soil, and get some Trump love - and taxpayer funds - in the process.
The company announced yesterday it has signed a Memorandum of Understanding (MOU) with Korea Hydro & Nuclear Power (KHNP) and POSCO International to explore potential investment in expanding its enrichment plant in Piketon, Ohio.
